When you import a car, ZIMRA charges tax at the port of entry - usually Beitbridge from South Africa or Forbes from Mozambique. Three charges stack on top of your vehicle's value, and they add up fast, which is why so many first-time importers get a shock at the border.
1. Value for Duty Purposes (VDP)
Everything starts from the CIF value - the cost of the car plus insurance and freight to Zimbabwe - plus incidental charges like port handling. That total is your VDP, and every tax below is calculated from it.
2. Customs duty
This is the main tax: the VDP multiplied by your vehicle's rate. Ordinary passenger cars are commonly 40%, while large vehicles, SUVs and engines over 3000cc are 60%. Hybrids and electric vehicles may qualify for concessions.
3. Surtax
An extra 35% of the VDP, but only on passenger cars older than five years. Newer cars and commercial vehicles escape it - one reason age matters so much to the final bill.
4. VAT
Finally, VAT at 15.5% (raised from 15% in January 2026) is charged on the value plus duty and surtax. Because it sits on top of everything else, VAT quietly adds a big chunk to the total.
The duty is only step one. The moment your car lands you'll need a clearing agent, insurance, number plates and - this being Zimbabwe's roads - spares and a good mechanic sooner than you'd like. Every one of those is a tap away on WhatsApp above.
Frequently asked questions
How is car import duty calculated in Zimbabwe?
ZIMRA charges duty on the VDP (CIF value plus incidentals). Customs duty is VDP Γ the vehicle rate (commonly 40% for passenger cars, 60% for large or over-3000cc vehicles). Surtax of 35% is added on passenger cars older than 5 years. VAT of 15.5% is then charged on the total. This tool estimates all three.
How much duty will I pay on a used car?
It depends on CIF value, vehicle type, engine size and age. A five-year-old sedan with a CIF of US$8,000 typically lands well above US$14,000 once duty, surtax and VAT are added. Enter your figures above, then confirm the exact amount with a licensed clearing agent.
Does ZIMRA use my invoice value?
ZIMRA may accept your declared value or apply its own valuation if it looks too low - common with auction cars. Always declare the true price and keep your invoice. A clearing agent can tell you the likely assessed value in advance.
